Bug Description
With tzdata 2024b-1ubuntu1 (plucky-proposed), the timezone is wrongly detected to be UTC, no matter what I do.
This is working fine with 2024a-4ubuntu1, which is what was released in Oracular.
Simple reproducer:

#include <iostream>
int main() {
const std::chrono:
std::cout << cur_time << '\n';
}
```
Compiled with `g++ -std=c++20 main.cpp`
