It appears the tzdata package has not been updated with the 2023d timezone data. Current distribution is 2023c.
leap-seconds.list is expiring Dec 28th 2023,
My fix was to download and extract https://data.iana.org/time-zones/releases/tzdata2023d.tar.gz. Then copy the included leap-seconds.list and leapseconds files to /usr/share/zoneinfo. |

Fix predictions for DST transitions in Palestine in 2072-2075,
correcting a typo introduced in 2023a.
