You are running Ubuntu 23.04 (lunar), but you want to install tzdata 2023a-0ubuntu0. 22.10.0 from Ubuntu 22.10 (kinetic). I recommend to fix your APT sources list.
tzdata was split in lunar. tzdata 2023b-1exp1ubuntu1 in lunar-proposed ensures that it correctly conflicts even with tzdata updates in older Ubuntu releases. So I am marking this bug as fixed.
