Thank you for taking the time to report this bug and helping to make Ubuntu better. I can reproduce with tzdata 2022g-1ubuntu1 on the latest Ubuntu development release by running:

TZ='Asia/Bangkok' date +%Z

It returns "+07".

The change was intentional made upstream: https://github.com/eggert/tz/commit/1b99dcde6342dd10969041b32b00b813d4f4a36e ("Remove many invented abbreviations in 'asia'"). The upstream maintainer invented ICT: https://github.com/eggert/tz/commit/1b99dcde6342dd10969041b32b00b813d4f4a36e#commitcomment-22025554

I am marking this bug as Won't Fix. If you want to get ICT back, this needs to be done upstream on the <email address hidden> mailing list.
