Problem appears when doing upgrades via "sudo apt upgrade". It didn't appear in any other situations for me.

Thank you for taking the time to report this bug and helping to make Ubuntu better.

Sadly dpkg terminal log is missing. So the information for further investigation is missing. Reinstalling tzdata (sudo apt install --reinstall tzdata) should solve the issue. I assume that has happened in the meantime and I am closing this bug. Please report back if you still experience it.
