I think fixing translation is an upstream stuff. Txt2tags now use Transifex :
http://www.transifex.net/projects/p/txt2tags/resource/potfile/
Feel free to use it.

About yout patch : --toc-only is really "Que la TDM", --toc is "Avec une TDM".

This is a legacy issue and the translations and system have changed over the years.
