savedir option doesn't work as expected

Bug Description
Binary package hint: tuxpaint
tuxpaint has the option "savedir" to change the directory where drawings are saved. When the option is put on the command line, it works, but it doesn't work when the option is defined in the configuration file. It happens when "~" is included in the path. Here is an example :
tuxpaint --savedir ~/tmp
But when place in the config file /etc/tuxpaint/
savedir=~/tmp
I got the following error :
Error: Can't create user data directory:
~/tmp
The error that occurred was:
No such file or directory
