I installed those three files (I also had to remove 44-wqy-zenhei.conf as you suggested I might). I now get a Japanese font for lang=ja and the DejaVu Sans font for no-lang-tag, which is exactly what I was hoping for; thanks!

I note that the result for lang=zh has changed to:
pm215@canth:/etc/fonts/conf.d$ fc-match Sans:lang=zh
uming.ttc: "AR PL UMing HK" "Light"

Since I don't read Chinese this doesn't affect me personally (and in fact I don't even know which of the two fonts a Chinese reader would prefer) but I thought I'd mention it in case it means there need to be tweaks to the files before they go in as an official patch.
