yes, that's why I said it is a "Ubuntu hack". My "ideal" solution
is to do the following:

1. uninstall language-selector, and make sure all
  language-selector files are removed from conf.d
2. download and install the following 3 files (backup 65-nonlatin before
overwriting)

then do your tests. If zenhei is still in the front, remove
44-wqy-zenhei.conf
and test again.
