Trousers and tpm-tools fails to install on 16.04

Bug Description

OS: Ubuntu 16.04.1 LTS
Kernel: 4.4.0-66-generic
TPM module: Infineon
Kernel driver for TPM: tpm_infineon

I tried to install trousers on my newly installed Ubuntu 16.04 and got the following error:

By what log indicates, I typed systemctl status trousers.service and got the following message

I found the bug is very similar to
https://bugs.launchpad.net/ubuntu/+source/trousers/+bug/963587
but in /etc/init.d/trousers chuid has been removed so that it is not the same issue.
