I find that a restart solves the issue. (sudo apt-get install trousers -> exit code 137 -> sudo reboot -> installed on reboot)
I shouldn't have to restart though.

I encoutnered this problem after installing tpm-tools:
$ sudo apt-get install tpm-tools
...
Setting up trousers (0.3.11.2-1) ...
 * Starting Trusted Computing daemon tcsd [fail]
invoke-rc.d: initscript trousers, action "start" failed.
dpkg: error processing package trousers (--configure):
 subprocess installed post-installation script returned error exit status 137
dpkg: dependency problems prevent configuration of tpm-tools:
 tpm-tools depends on trousers; however:
  Package trousers is not configured yet.
...

The TPM module was turned off in the BIOS/UEFI setup.

$ uname -a

Same as above. The problem appears to be due to an error in the postinstall script, which references "udevd" instead of "systemd-udevd".

Fixed via this chef recipe, but should really be fixed in the package:
