Qt version handles Unicode folder names incorrectly

Bug Description
Binary package hint: transmission
To reproduce:
1. Create a directory with non-ASCII characters in its name. For example, "Загрузки" ("Downloads") in Russian.
2. Set that directory to be the default download target in Transmission's preferences.
3. Open a torrent file.
Expected result: the directory with non-ASCII characters is set as the target directory.
Actual result: the target directory name is garbled. On my machine, it looks like UTF-8 misinterpreted as the Windows-1251 encoding.
