Downloads are placed in home directory and not the directory specified in Preferences

Binary package hint: transmission

As described in the summary, new downloaded files are placed in home directory and not the directory specified in the preferences (the Downloads directory). I then need to move the files to the Downloads directory using "set location" from the context menu.
