Always show statusbar elements (keep display constant)

Binary package hint: transmission

At the bottom of the Bittorrent client, a number of status bar elements are shown: A scary cog wheel with no tool-tip, a Turtle to make implement bandwidth limited, the text "N torrent[s]", Ratio, Download speed, and Upload speed.

At the moment, the Bittorrent client will only display the "Upload speed" and "Download speed" in traffic has occured in that direction in the last ~1 speed. The constant hiding, and unhiding of the two elements causes the width width of the status bar to constantly adjust. The "Ratio: N.NN" text therefore jumps left, right, left, right, ... and the "N Torrents" which is centred in the remaining status bar space also jumps left, right, left, right (but half as much, because of the centreing).

Ideally _all_ the elements should be shown (and if using variable width fonts, with some padding) _all_ of the time. This should provide any jumping in the interface layout.

In addition, the sub-issue of the lack of tooltips in the statusbar is fixed for 1.80 and tracked upstream at http://trac.transmissionbt.com/ticket/2708
