Shnatsel, which "overall rating" are you referring to? Do you mean "Total Ratio"? Are you aware you can select between "Total Ratio" and "Session Ratio"?

If you are still having a problem, you may wish to test with Transmission 1.72 (if possible), and attach a screenshot of the issue.

Yes, exactly. Sorry for bad formulation. Here is the screenshot of the window.

I'm sure the counter is switched to "Total Ratio" state. Sreenshot attached. I'll install and test Transmission 1.72 shortly.

Shnatsel, thanks for the screenshots.

The previous sessions' statistics are stored in ~/.config/transmission/stats.json.
It looks like, on your system, that's somehow failing. Does that file exist on your
system? Do you have read/write permissions to it? Are either "downloaded-bytes"
or "uploaded-bytes" missing or zero?

Come to think of it, could you paste your ~/.config/transmission/stats.json
here in this ticket, as well as an "ls -l" of ~/.config/transmission ?

No, that file is missing on my system. Here is the "ls -l" output:

Are you exiting Transmission cleanly before you log out and/or shut down Ubuntu?

No, I don't. It's always running and minimized to tray on my machine. On Intrepid this worked perfectly.
