/usr/lib/tmpfiles.d/trafficserver.conf or /etc/tmpfiles.d/trafficserver.conf is missing

A possible workaround:

cat > /etc/tmpfiles.d/trafficserver.conf <<-'EOL'
d /var/run/trafficserver 0755 trafficserver trafficserver -

Works for Ubuntu 18.04
