Missing excanvas.js and jquery.flot.js

Bug Description

While upgrading and moving to a new host my Trac with Bitten installation, discovered that the graphs on the Build Configuration pages were missing. On further examination it was discovered that http:/{host}/trac/chrome/bitten/excanvas.js and .../jquery.flot.js were not available. On old host found these files in the bitten/htdocs directory but did not find them in the new host's bitten/htdocs directory.

Been informed by those with more knowledge than I that these files are in a different package. Therefore either:
* These files need to be included in this trac-bitten package.
* This package be dependent on what ever the other package is and the appropriate symbolic links put in from the bittn/htdocs directory.
