install doesn't enable plugin

Bug Description

Binary package hint: trac-accountmanager

installing trac-accountmanager doesn't enable the plugin

configuration:
ubuntu 9.04
apache2-mpm-worker
libapache2-mod-wsgi
postgresql
trac

steps performed (as root):
apt-get install trac-accountmanager (version: 0.2.1~vcs20081031-1ubuntu1)
/etc/init.d/apache2 restart
navigate to TRAC_ROOT_URL/admin/general/plugin
plugin doesn't show

confirmed that trac-spamfilter is shown after install using similar steps performed

Same in 9.10. From looking at the package it appears to be completely broken. It does not actually contain the plugin, it contains the _source_ for the plugin. Trac plugins are .egg files and must be built with easy_install from python-setuptools. However, the trac-accountmanager package does not contain the setup.py script that easy_install requires to build it. So the package is essentially useless.

Install doesn't enable plugins, because it knows nothing about your Trac environment. You need to enable plugins by editing your trac.conf or through web-admin.

There can be the other issue though - the plugin doesn't show in web-admin at all after installation. Is that the case?

It is not possible to enable the plugin in the trac.conf or web-admin at all. To do that, the plugin's .egg file has to first be symlinked into the plugins subdirectory, but the trac-accountmanager package does not ship the .egg file, it ships the _source_ for the .egg file.

I can open a separate bug for this issue if you want.
