Subtitle encoding in Totem based on current locale

Bug Description

I am using Czech localization of Ubuntu and when I watch movies in English I often use Czech subtitles which are in the CP1250 encoding. The default encoding is UTF-8, so without any settings the subtitles are messed up with strange characters. Vast majority of people don't know where is the problem. The subtitle encoding Totem is using should be set depending on the current localization, so e.g. when I set Czech localization, Totem would use CP1250 when opening subtitles.
