Can confirm exactly the same problem with Ubuntu 14.04 64 bit, Totem 3.10.1 - Clicking along the progress bar does not seek to that spot, however the mouse wheel or dragging it still works.

Behaviour still exists. Wanted to add, that when I am clicking on the progress bar Totem seems to seek, but not to the right postioion. Audio pauses and resumes at the same position it was before. Maybe it helps. This is really annoying.
