torque-gui: /usr/lib/xpbs/tclIndex and /usr/lib/xpbsmon/tclIndex point to non-existent files

/usr/lib/xpbs/tclIndex and /usr/lib/xpbsmon/tclIndex point to non-existent file; the files clearly have remnants of the build environment in them, resulting in a broken file description.
