sync newest Tor package from Debian for Hardy

Bug Description

Hardy is not EOL on servers until 2013 - Tor has had a few protocol changes to adapt to censors and to fix security issues - we have previously had exceptions for Tor and we need another for Hardy. I suggest that we sync to 0.2.2.33-1 which is the best maintained and stable branch of Tor.

This doesn't need to be private but we do need to ensure that the latest Tor is pushed into Hardy, especially before Hardy is EOL.

It's also worth noting that the more recent Tor versions are 0.2.1.x and this would also be fine:
