Near obsolete Tor version offered in repository

Bug Description

Binary package hint: tor

The version of Tor offered via apt-get is outdated. The 0.1.2.x version of Tor, whilst still supported, is no longer considered stable or current, and the intention is to obsolete this branch in 4-6 months. 0.2.0.x versions should now be considered stable.

In addition, the version of Tor offered in the main repository is outdated: "there are some anonymity and security fixes between 0.1.2.17 and 0.1.2.19 though" according to the author, Roger Dingledine.

In order for Intrepid Ibex to be considered stable, Tor needs to be upgraded in the repository to 0.2.0.x.

Tor updates appear every couple of months or so.. it would be helpful if the repository could stay up-to-date with these to minimize the window of opportunity for any bugs to be exploited.
