package tomcat9 9.0.31-1 failed to install/upgrade: installed tomcat9 package post-installation script subprocess returned error exit status 1

It does not matter if I remove tomcat and install it after the upgrade from ubuntu 18.04 to 20.04 LTS. I always receive the error.
Also deleting and creating of the tomcat user and manally cleaning all files does not help
