I must excuse myself, but I fail to see what might have happened out of the logs:

I just tried to reproduce, but as I expected it works for me.
Do you have any more info on your tomcat or general setup that you could share that you think might help understanding what&why fails in your case?

You might try to start it manually.
I checked the init script and at the default installation the way it calls it is:

sudo /usr/lib/jvm/default-java/bin/java -Djava.util.logging.config.file=/var/lib/tomcat8/conf/logging.properties -Djava.util.logging.manager=org.apache.juli.ClassLoaderLogManager -Djava.awt.headless=true -Xmx128m -XX:+UseConcMarkSweepGC -Djava.endorsed.dirs=/usr/share/tomcat8/endorsed -classpath /usr/share/tomcat8/bin/bootstrap.jar:/usr/share/tomcat8/bin/tomcat-juli.jar -Dcatalina.base=/var/lib/tomcat8 -Dcatalina.home=/usr/share/tomcat8 -Djava.io.tmpdir=/tmp/tomcat8-tomcat8-tmp org.apache.catalina.startup.Bootstrap start

If you run this it should end waiting properly started at "INFO: Server startup".
Not sure if that works in your half-configured case, as install might have been rerolled, but worth a try.
