The tomcat7 needs to get pointed at the Java JDK/JRE. This setting is found in the /etc/init.d/tomcat7 file under the JAVA_HOME setting.

Because this does not appear to be a bug in Ubuntu I am going to mark this as Incomplete. If you have further information that shows it is a specific bug in Ubuntu please feel free to add that and mark this bug as New.
