See "systemctl status tomcat7.service" and "journalctl -xe" for details.

Can you provide the above commands outputs? Also, it seems like you originally triggered a dpkg failure earlier this month?

Would seem to indicate you do not have java itself installed. So the output of `which java` would be good. From the dpkg history log you installed java via the oracle-java9-installer, which probably will not work as a JRE/JDK.
