Increase/decrease indent hotkeys are reverse in RTL

Bug Description

Binary package hint: tomboy

Dear friends,

1. Use an RTL translation of tomboy.
2. make a bulleted list of RTL aligned lines.
3. In the Text button menu notice that the hotkey for increasing indentation is Alt+right and vice versa.

I think that it should be expected that the hotkey for increasing indentation for RTL aligned lines will be left and vice versa because this correlates to the true visual movement.
