Wish: create Kubuntu GUI/KCM for TLP

Bug Description

TLP is a powerful tool which helps to save power on Laptops. Now that it is in the official repos, it would be great to have a gui/KCM in KDE/Kubuntu to make it easier to configure the several options. I am using Kubuntu 18.04

Upstream doesn't plan to provide an official GUI for TLP.

A separate project (https://github.com/d4nj1/TLPUI), which seems active, exists, but it's for GTK. I don't know if a similar project exists fir KDE/QT.

In any case, I'm reassigning this bug to kconfig.
