Binary package hint: time
1. Clicking on the time & date launcher in the preferences menu results in an unsuccessful attempt to start.
2. When the "Indicator Applet Complete" is added to the panel, attempts to adjust the time & date settings fail to launch.

1) this isn't about the package 'time'
2) the UI here has completely changed at least twice since 2011 and it's not likely this is reproducible, if you can reproduce please report this bug to gnome-shell (or something?) instead of time.
3) ubuntu 11.04 went out-of-support in 2013
