Frog and mbtserver FTBFS on Xenial due to unmet dependency libtimblserver3-dev

Frog is currently failing to build on Ubuntu Xenial with the following error message:

The following packages have unmet dependencies:
 sbuild-build-depends-frog-dummy : Depends: libtimblserver3-dev but it is not installable
E: Unable to correct problems, you have held broken packages.
apt-get failed.

Looked briefly at this, and it looks like the reason is that Ubuntu synced a newer version of timblserver from Debian experimental which replaced the libtimblserver3-dev package with libtimblserver4-dev. I haven't tested whether these packages would be backwards compatible and allow frog to build successfully.

Frog 0.12.20-1 built successfully and is available in Ubuntu 16.10, so marking this fixed. It might be possible to request a backport to 16.04, see https://help.ubuntu.com/community/UbuntuBackports for details.

The changelog of mbtserver 0.9-1 mentions it changed build dependencies from libtimblserver3-dev into libtimblserver4-dev. This is the version which is available in Ubuntu 16.04 so it looks like this was fixed :)
