libtiff-dev and libtiff-dev:i386 cannot be installed on ubuntu 18.04

Bug Description

I experimented with Ubuntu 18.04 docker image from hub.docker.com. After usual 'dpkg --add-architecture i386 && apt update && apt upgrade' I tried to install both libtiff-dev and libtiff-dev:i386 and got a conflict.

root@6ac67a0fc2a8:/# apt-get install libtiff-dev libtiff-dev:i386

When I tried the same commands on Ubuntu 20.04 they worked without a problem.
