Dock icon menu at wrong location and does not go away

Right-click on the thunderbird dock icon produces the dock icon menu at the top of the screen and not right next to the dock icon.

The dock icon menu will stay there regardless if I try to activate a menu item or activate another window, etc.

The only thing that will make the menu go away is to press the <super> key to see all the windows. After pressing <super> again, the menu will go away.
