Reproducible in TB 1:52.4.0+build1-0ubuntu2 with default theme for both TB and Ubuntu.

Yes - still there - but theme dependent. Ambiance and Radiance are the same as in your image.
The Arcs (dark, darker) work, though the borders are hard to see.
High Contrast works.

I tested Thunderbird 60.4 in an Ubuntu 16.04.5 live session with both Ambiance and Radiance and found the tab borders to be very faint but they were there. The border of the selected tab was definitely visible but admittedly not to the extent of when using the Adwaita theme which is what I normally use. Setting back to confirmed for now.

100% reproducible with Xubuntu 18.04 regardless of theme (over 20 installed). Looking for an upstream report.
