Ubuntu One support told me that there have been some delays implementing a new architecture (migrating the backend from couchdb to their replacement u1db I assume)... and that currently contact sync is disabled in 12.04 but it will return once the issues have been addressed.

I'm a little worried that this will be like the mobile contact sync, which was removed pending a "better solution" a year ago, but hasn't been seen since... to be fair, that service was never officially launched so perhaps this is different. Either way, it's gonna be really irritating for me since I considered the Ubuntu One contact database to be my "master" source for contacts.

I really hope this is fixed soon... but if anything, open and frequent communication about the status of the service and the plans would go a long way towards making people happier... and this is IMO, absolutely the last time Canonical can afford to have an outage measured in weeks, or months... if a feature on Azure or iCloud was down for a month there would be outrage!
