Bug Description
Another bug that carried over from pre-13.04 in the dev builds of Thunar (tab supported version).
The side bar collapses down to a few pixels and won't allow resizing. I have to close Thunar and restart it to get the ability to resize the width again.

Here is how to replicate this behaviour.
Create a folder with a really long name. Drag the current Thunar window to the side of the display so it resizes to half the screen vertically.
Now if you navigate into the folder with a name longer than the available space in the thunar window, it resizes the side pane to fit the folder name. But you can resize the pane manually. Even if you click on a parent of the folder with a shorter name it won't let you resize.
