default setting : stop thermald when operating on mains

Bug Description
I'm using Xubuntu on a laptop. However, it seems thermald is slowing down my laptop even if the power cord is plugged. Maybe the default behaviour could stop thermald when the computer is operating on mains.

# sudo thermald --no-daemon --loglevel=debug
