Bug Description
Was doing an upgrade from 12:04 to 14:04.
After getting the graphical system working again this error message was automatically reported after logging in.
The bug seems related to #1260721 and #1104300

Expected: The package to update like all packages on the system when upgrading.
Happened: The error was reported after getting the rest of the system working.
A lot of latex related packages were reporting errors during the upgrade. I had to call the upgrade command several times before getting the upgrade to work.
