texlive-binaries: fmtutil, texconfig, updmap and mktexfmt use tcfmgr shipped in texlive-base

if texlive-base is not installed the binaries fmtutil, texconfig, updmap
and mktexfmt fail to run properly.

TEST CASE:
$ dpkg --purge texlive-binaries texlive-base
$ apt-get install texlive-binaries
$ fmtutil --refresh
/usr/bin/fmtutil: 974: /usr/share/texmf/texconfig/tcfmgr: not found
fmtutil: config file `fmtutil.cnf' not found.

Expected and supposed to be tlike that.

texlive-binaries does *NOT* provide any working system at all.
Its existence is only for sepration of arch-indeop and arch-dep files.

On the Debian side this is wontfix bug, I have no intention to make
any changes in this area.

The following packages have only texlive-binaries as depends or recommends: jlatex209-base, jmpost, jtex-base, multex-base, src2tex, xdvik-ja .
So this is a packaging error and do you think they should depend on texlive-base instead ?

I don't know what these packages actually *need* or use. xdvik-ja probably
uses nothing, but I cannot check the other ones!

But jlatex209-base looks suspicious.
