texconfig conf reports no information

Running 'texconfig conf' reports no information. The same result happens when run as root.

1) Ubuntu 11.10
2) texlive-base 2009-13
3) Steps to reproduce: run on the command line

texconfig conf

4) Expected result: the list of tex configuration variables and their values.
5) Actual result: it only prints the following line

Notes:

The last few lines after running

sh -e -x texconfig conf

are
