Compiling of TEX files does not work anymore

Bug Description

I try to
# sudo apt-get --reinstall install texlive-latex-base
but the first error will be always
"Building format(s) --all.
 This may take some time...
fmtutil-sys failed. Output has been stored in
/tmp/fmtutil.h8bFGTx6
Please include this file if you report a bug."

The content of the
/tmp/fmtutil.h8bFGTx6 file is according to this page here empty, this is the reason, why I can not attach it here.

Please could somebody help me to get texlive to compile successfully?
