Having such a bug - with apparently multiple consequences in the synaptic package manager - since trying to install PSPP package from Application>Install.

You seem to have a syntax error in your /etc/environment file:

/etc/environment: ligne 2: Erreur de syntaxe près du symbole inattendu « ; »

Or in English: /etc/environment: line 2: syntax error near unexpected token ';'

You'll need to manually resolve this issue.
