Ubuntu 9.10 texlive is "too new" and all texi2pdf/pdflatex, etc. generated pdf-files have the "tilde problem"

And it harms all people installing/upgrading to Ubuntu 9.10 and using it for scientific writing...

There seems to be a simple workaround: include babel package to your latex document, for example:

\usepackage[english]{babel}
