Bug Description

I was upgrading a machine from 18.10 to 19.04 with "do-release-upgrade -d". This system was updated from 14.04 to 16.04 to 18.04 to 18.10, and today from 18.10 to 19.04.

Looks like this crashed towards the end of the upgrade. After reporting this bug it proceeded to dpkg --configure -a, and once the upgrade finished, I did an apt-get update and apt-get dist-upgrade. Seems okay.

Also experienced this issue upgrading from 18.10 (stable) to 19.04 (stable). This seems like a minor issue that should not halt the entire upgrade process in its tracks.
