Texinfo needs gettext:any in build-deps to install cross-dependencies

Bug Description

apt-get -a <arch> build-dep texinfo fails because the build-arch version of gettext is needed for the build, but gettext is Mulit-Arch: Allowed in Ubuntu and that means the plain dependency bring in the host-arch version.

A trivial patch fixes this problem (and won't break anything else).
