No hyphenation on words with non-ASCII characters (at least in french)

Binary package hint: tetex-base
Preambule: I manualy set a workaround to #36145 in my dapper box :
1- I putted 10tetex instead of 00tetex in var/lib/
2- I runed sudo update-language
3- I runed sudo fmtutil-sys --all
Then hyphenation works excepts for words that contains non-ASCII characters (independently the fact I use latin1 or utf8, native encoding (é) or escaping (\'e)).
I have done an example that shows the problem : I try to \showhyphens two french words, one without accents "armature" and one with an accents "modélisation".
The first is correctly hyphened "ar-ma-ture" the second is not hyphened at all.
I will attache two latex files (one using latin1 and the other using uft8) and the corresponding log files of a latex invocation.
