tetex missing Romanian hyphenation support

Bug Description
Binary package hint: tetex-base
While trying to "compile" a Romanian LaTeX2e file, the babel package complains about missing the hyphenation rules for the Romanian language, and will default to the ones for English (which are not appropiate). The varioref package lacks completely Romanian support.
