[dapper] Hyphenation are not available

Bug Description

I can't manage to get the hyphenations with LaTeX. I have tested with french, francais and german. It seems english is working however.

Here is the latex command log:

Package babel Warning: No hyphenation patterns were loaded for
(babel) the language `French'
(babel) I will use the patterns loaded for \language=0 instead.

Possible cause!

At the end of /var/lib/texmf/tex/generic/config/language.dat we can see there is no hyphenation for languages:

[...]
%%% End of file: /etc/texmf/language.d/00tex.cnf

%%
%%% /etc/texmf/language.d/10tetex.cnf not included because the
%%% corresponding package seems to be removed.
%%

However, this file exists on my system. Why isn't in inserted with update-language ?

If you compile this file with LaTeX, you will have the following warning :
