DUT auto reboot when tap on Emergency Call icon

Precondition:
1. DUT in locked page
2. Insert/uninsert SIM card can reproduce this issue both.

Path:
1. Swipe to unlock the device page
2. Tap on Emergency Call icon

Actual result:
Dial panel no reaction anymore and DUT auto reboot.

Expect result:
Can launch Emergency Call page normal.
