No ringtone sound for incoming calls

1. Call your Ubuntu phone from another device and make sure ringtone plays
2. Reject the call from Ubuntu phone
3. repeat step 1 and 2

On third retry there is no sound played for the incoming call, only the vibration

I can confirm this happens on vivid image 159 on krillin. The first call played a ring tone, but every call after that vibrated with no sound.

It could be just another one that got affected by the glibc regression we had, need to check again with latest to see if it's still an issue.
